ECONOMIC DEVELOPMENT
Peter supports programs that will add jobs and employment to the district. This effort is needed to make the Commonwealth more employer-friendly in order to retain existing jobs and bring new businesses and opportunities to the area. This can be done by eliminating public deficits by:
• Cutting spending and living within our means
• Reducing income and sales tax to traditional levels
• Consolidating the permitting process for new businesses in order to reduce time and expense for new projects
• Improving access to financial education by offering it in public high schools
CUTTING STATE SPENDING
Cutting state spending is a priority for economic growth. Businesses look for financial stability when determining where to site expansion and development. Without this stability, Massachusetts cannot compete with other more stable states. Furthermore, cuts in spending will, through consolidation and eliminating redundancies, allow for tax cuts that will stimulate business expansion.
REDUCING STATE TAXES
Cuts in the personal income tax rate will help keep startups in Massachusetts because many of these companies are sole proprietorships or limited liability companies (LLCs) that are taxed at individual income rates. Cutting this rate will increase investment and keep capital assets in Massachusetts.
CONSOLIDATING BUSINESS PERMITTING
Businesses that want to increase their size must run a gauntlet of numerous state and local agencies in order to obtain approval. Streamlining the process by consolidating state agencies and holding hearings in conjunction with local boards will decrease the time and expense of the process and will help expanding businesses stay in Massachusetts.
IMPROVING OFFERINGS IN, AND ACCESS TO, HIGH SCHOOLS
Improving access to vocational schools will stimulate small business growth. Many technical and vocational businesses are formed by these graduates. Right now, there are more students who want vocational training than there are positions for them in the schools. Increasing access will allow all individuals who want it to get the training and skills they need. In addition, business and financial courses should be offered at middle and high school levels. Through a partnership with nonprofits this can be accomplished with very little added expense. However, the benefits that Massachusetts would then reap from those offerings would be enormous.
HEALTHCARE
Allow sales across state lines. Reduce mandates for coverage and allow more coordination of services between doctors and other providers.
INSURANCE REFORM
Peter supports insurance reform for health care and property insurance. Health insurance should have fewer mandates for coverage and should allow individuals to choose what types of additional coverage they need instead of mandating one comprehensive plan for all.
For property insurance, homeowners along the coast should be allowed to purchase in groups and with the state offering reinsurance on those coastal risks. This would reduce risk to insurers and reduce premiums for homeowners.
MANUFACTURING EXCELLENCE
Peter supports setting up a center for manufacturing excellence that is supported by private and public funds to create manufacturing jobs through innovation and process improvement to manufacturing. With defense, biotech and world-class higher education institutions combining resources to focus on this effort, Massachusetts can once again lead the way in manufacturing. The result would be highly-paid jobs for skilled workers from which the entire state can benefit.
RAIL EXTENSION
Peter supports commuter rail expansion to Boston and Providence. These efforts will better connect the South Coast to its neighbors, increase energy efficiency and bring educational and business opportunity to the area.
